Efficient certication of numeric solutions to eigenproblems

In [24], we present an efficient algorithm for the certication of numeric solutions to eigenproblems. The algorithm relies on a mixture of ball arithmetic, a suitable Newton iteration, and clustering of eigenvalues that are close.
